The cartel was founded by Miguel Angel Felix Gallardo, Rafael Caro Quintero, and Ernesto Fonseca Carrillo after their takeover of Guadalajara from Hernin and Naranjo">Hernan Naranjo, and the cartel shipped heroin and marijuana into the United States during the 1980s. V roce 1989 uvězněný Felix vyjednal dohodu s mexickou vládou, ve které byla území kartelu rozdělena mezi jeho pobočníky; tato dohoda vytvořila Sinaloa Cartel, the Juarez Cartel, the Tijuana Cartel, the Tijuana Cartel, the Kartel Sonora, and the Kartel Gulf.
